The question is not about expanding beyond 14 members. The principle of this system is that members always have a right to play, but we do not allow any guest players that would bring the total above 12. Implicitly, the assumption is that we will not (or extremely rarely) get more than 12 of 14 members sign up on a given day.
By cutting back to 13 then the probability of having more than 12 is reduced significantly. That's what I was asking about. It also gives more opportunities for guests to play.

Capping the game with 12 players is a longstanding principle know as the "Kenn rule", which I don't want to change. We had bad experiences when like 14 people showed up in the 2000s.
Last season was an anomaly because we had as many as 6-7 inactive members due to moving and injury.
